As General Manager of Avard Civil, he oversees operations, human resources, and business development ensuring projects are delivered safely, efficiently, and to client expectations.

Meagan Cachia - Chief Financial Officer (MBA)​

​Meagan brings experience with over 25 years in finance, business, accounting, process design and system implementation across multiple industries to assist Avard in ensuring a successful path well into the future.

With Meagan’s wealth of knowledge in all areas of business procedural improvement, process auditing and system implementation, we can continue to ensure the company’s robust growth, will be identified, analyzed, and improved to optimize performance to meet best practice standards.

Jane Hendy - Project Manager / Quality Assurance Manager (CA)

Jane has been with Avard since 2012 and has proven highly competent in performing roles in all aspects of the company. Jane utilizes her background in finance with her knowledge of construction to ensure projects are completed on budget and in accordance with the contract. Jane’s extensive liaison with clients, consultants and sub-contractors is principle to her role. Her focus on ensuring timely delivery, and emphasis on quality and mindfulness has made her an integral part of Avard Civil.

Paul Sharp - Senior Estimator​

Paul re-joined Avard Civil early 2024 as Senior Estimator, bringing extensive experience in both construction and project management. Since first starting with Avard in 2012 as an operator, he has progressed through roles in project management and the building industry before returning to lead our estimating function.

Paul specialises in complex, detailed projects and leverages his deep construction knowledge to ensure accurate pricing and successful delivery. He is committed to improving processes, maintaining strong client relationships, and achieving the best outcomes for every project.

James Nguyen - B. Eng, M. Eng, RPEQ (Civil), MI Aust (Civil)

James has joined Avard Civil after multiple years working as a Planning Engineer. James has experience in projects of various scales, from land development to residential, industrial, and public transportation mega-projects.

James’s proficiency in engineering tools and his firm knowledge of technical issues, especially in Geo-technical Engineering, is a valuable contribution to the Avard team delivering high-quality construction services to our clients.

Martin Holland - Work Health & Safety-Diploma Government (Investigations)-Diploma Public Safety (Policing)-Cert IV WHS-Cert IV OHS

Martin is a resolute HSEQ professional who brings an initiative-taking, compliance-focused approach to managing health, safetyenvironmental, and quality standards across diverse projects and operational environments. With a strong understanding of legislative requirements and ISO-certified management systems, Martin ensures that all activities meet regulatory obligations while promoting a culture of safety, accountability, and continuous improvement. He is highly skilled in risk assessment, incident investigation, internal auditing, and the development of practical, sustainable solutions that drive performance and protect both people and the environment.

With a Bachelor of Civil Engineering and dual Certificate IV qualifications in Business and Building & Construction, Naqash brings a wellrounded, firsthand approach to civil infrastructure projects. Since joining Avard Civil as a Project Engineer, he has demonstrated a strong ability to merge technical precision with strategic planning — managing risk, regulatory compliance, budgets, and site coordination with confidence. His collaborative, transparent communication style fosters trust among clients and colleagues alike, making him a valued collaborator and dependable project leader.

Timothy Wear - Project Engineer

Tim holds a Bachelor of Construction Management and brings a practical, solutions-focused mindset to every stage of project delivery. At Avard Civil, he applies his deep understanding of construction processes, procurement, and project planning to drive efficient, high-quality outcomes across civil, and infrastructure works. His ability to manage resources, engage stakeholders, and navigate on-site challenges makes him a trusted contributor to both regional and urban developments.

Sarah Alford - Senior Project Administrator

Sarah has broad experience across the construction and financial sectors, with a strong focus on safety, environmental management, and quality assurance. As Senior Project Administrator, she oversees project documentation, budgeting, compliance, and monthly claims, ensuring projects are delivered on time and within budget. Holding a Certificate in Business Administration, Sarah is highly skilled in document control, regulatory compliance, and the implementation of Integrated Management Systems aligned with ISO standards and industry best practice.
